The Center for the Study of Western Hemispheric Trade is pleased to present its Working Paper Series which provides a forum for disseminating works-in-progress reflecting the broad range of research activities of Texas A&M International University’s A. R. Sanchez, Jr. School of Business faculty members and Ph.D. students as well as invited authors. As works-in-progress, the papers are often less than fully polished. The papers include the names of the authors and should be cited as such.
